Is it possible to overwrite .Config file using a batch script [closed]

The server location .config file that I have to Change the some value as On test.config

<appSettings>
 <add key="MobileExecution" value="OFF"/>
  <add key="Chrome" value="OFF"/>
</appSettings>

I need to override the file using batch file at its should be stored in batch file
